PROJECTS

New England Power Company - Replacement of Power Towers – RDA

        Staff has not had a chance to review the application.  Please refer to the plans.

DelCarte Conservation Area – Tighe & Bond – NOI

        Staff has reviewed the application and has prepared the following commentary.

  • Differing numbers on Resource Area Impact sheet compared to Section B Buffer Zone & Resource Area Impacts on NOI form.
  • Numbers 3, 4 & 5 under Other Applicable Standards & Requirements are not checked.
  • Table 4-1 & 4-2 under 4.1.2 differs from Resource Area Impacts sheet & Section B of NOI form.
  • Under the local Bylaw the Commission requires 2-1 Replacement of BVW.
  • Under Construction Sequence #2 should state that the Conservation Department will receive a signed, stamped letter from a PE stating that the erosion control was placed according to the approved plan prior to any other work being done.
  • Under 3.3.1 Erosion & Sediment Control it will be the contractor’s obligation to inspect the Erosion Control weekly & after a rain event.  Inspection sheets shall be sent to the Conservation Department on a weekly bases.
  • The Commission should schedule a site walk prior to the next meeting.
  • The Public Hearing shall be continued to the next meeting.

18 Island Road – Sewer Hook-up - Unkauf – NOI

Staff has reviewed the application and has prepared the following commentary.

  • No mention of riverfront in the application or shown on the plan
  • Wetlands need delineating and shown on the plan.
  • Buffer zones shall be shown on the plan.
  • Buffer zones do not have the amount of disturbance shown on the plan.
  • No referenced north arrow.
  • No stamp on plan.
  • Staff recommends a site walk.
  • Staff recommends continuing to next meeting.
Mass Bay Commuter Railroad – Culvert replacement – TRC – NOI

Staff has reviewed the application and has prepared the following commentary.

  • No vernal pool statement
  • Please explain what is meant by underpinning to be continued on a 24-hour basis.
  • No Buffer Zones shown or labeled
  • Construction schedule shall state that a signed, stamped letter from a PE be sent to the Conservation Department prior to any other work starting.
  • Drawing does not show if the culvert is perched or buried into stream base.
  • No detail of culvert
  • Property lines not shown or owners notified
  • Send copies of the erosion control inspection to the Conservation Department
  • Paste and cut error in note 2 under general notes
  • Staff recommends a site walk
  • Staff recommends to continue until the next meeting
INFORMATION & DETERMINATIONS

  • Pastor Evens – The pastor of Crossways Church would like the Commission to recommend planting to make the detention basins safe for young children and more attractive.
  • Old Pool Site – work has begun at site.
  • Side Table – A few documents of interest are on the side table for any of the Commissioners who wish to review.
